About the Position

The Village of Belleville (population 2,900) seeks a full-time Building Inspector!

The Building Inspector serves as the Village of Belleville’s primary official responsible for administering building inspection, code enforcement, and related regulatory services to ensure safe, compliant, and high-quality development throughout the community. Working under the direction of the Finance Director/Village Planner, the Building Inspector interprets and enforces applicable state and local building codes, conducts inspections, and assists residents, contractors, and developers through the permitting and construction process.

A Valid Wisconsin Driver’s License is required.

Essential Duties

    • Interpret and enforce Village and State building, HVAC, electrical, plumbing, and zoning codes.

    • Review permit applications, construction plans, and development proposals for compliance with applicable codes and regulations.

    • Issue permits and ensure compliance with all regulatory requirements.

    • Conduct inspections for new construction, remodeling projects, additions, and alterations within the Village.

    • Inspect existing structures and investigate complaints or reported code violations.

    • Evaluate building occupancy changes to ensure compliance with applicable codes.

    • Maintain detailed inspection records and prepare related reports.

    • Issue occupancy permits and documentation of compliance when appropriate.

    • Provide technical guidance and information to builders, contractors, property owners, and the public regarding applicable codes and regulations.

    • Issue notices of violation, non-compliance reports, and citations when necessary.

    • Serve as a staff representative to the Architectural Review Committee and Zoning Board of

    • Appeals, providing technical information to assist in decision-making.

    • Support the Finance Director / Village Planner in policy analysis, development standards, and recommendations related to building codes and development regulations.

    • Review and recommend updates to Village ordinances and fee schedules.

    • Perform administrative tasks related to inspection services, including maintaining digital records and utilizing office technology and software systems.

    • Strong knowledge of Wisconsin building, plumbing, electrical, and related construction codes.

    • Ability to interpret, apply, and enforce municipal ordinances and regulatory standards.

    • Knowledge of construction practices, inspection procedures, and building safety standards.

    • Ability to evaluate plans and specifications for compliance with codes and development requirements.

    • Strong organizational and project management skills.

    • Ability to maintain effective working relationships with Village staff, contractors, elected officials, and the public.

    • Ability to communicate clearly and effectively both verbally and in writing.

    • Strong customer service orientation and professional judgment.

    • Ability to read and interpret construction plans, engineering drawings, and technical specifications.

    • Proficiency in Microsoft Office software, including Word and Excel.

    • Ability to maintain digital records and manage inspection documentation.

    • Ability to interpret federal, state, and local regulations and apply them to inspection and enforcement activities.

    • Ability to manage multiple projects and inspections simultaneously while meeting deadlines.

    • Ability to establish and maintain effective working relationships with Village staff, elected officials, residents, contractors, and regulatory agencies.

    • Ability to present information clearly in public meetings and board or commission settings.

    • Strong interpersonal skills, diplomacy, and problem-solving abilities.

    • Demonstrated initiative and professionalism.

The Ideal Candidate

The ideal candidate is a knowledgeable, service-oriented professional who can effectively balance regulatory compliance with a collaborative and solutions-focused approach. This individual will bring strong technical expertise in residential construction and inspection practices, along with a clear understanding of Wisconsin building codes, zoning, and local ordinances. Equally important are strong communication and customer service skills, as the Building Inspector regularly works with residents, contractors, developers, and Village staff to guide projects from permitting through final inspection. The successful candidate will demonstrate professionalism, sound judgment, and a commitment to supporting Belleville’s continued residential growth while helping maintain the high standards that contribute to the Village’s quality of life and community character.

Expected Hiring Range: $82,000 to $85,000 (DOQ)

Education and Experience

  • Experience in construction, building trades, electrical, HVAC, or plumbing fields.

  • College-level coursework in building construction, engineering, or a related field is preferred.

  • An equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered.
