The Director of Utilities oversees the general administration, planning, development, and daily operations of Lake Mills Utilities, including Water, Electric, and Wastewater services. The Director is responsible for establishing strategic goals, objectives, and action plans that promote efficient service delivery and ensure compliance with all state and federal regulations. Serving as a key advisor to the City Manager, the Director provides guidance on departmental operations and participates as an active member of the City’s Senior Leadership Team, contributing to organization-wide policies, priorities, and initiatives.

A Closer Look

Holds primary responsibility for all aspects of utility operations, administration, financial oversight, and strategic planning.
Oversees day-to-day operations, including the construction, maintenance, repair, and operation of the electric, water, and wastewater systems.
Works collaboratively with other City departments and staff to achieve productivity targets and meet established City policies, objectives, and goals.
Represents Lake Mills in communications and partnerships with industry organizations such as WPPI Energy and the Municipal Electric Utilities of Wisconsin (MEUW), lobbying groups, regulatory agencies, legal counsel, and elected officials. Serves as a Director on the WPPI Energy Board of Directors.
Ensures compliance with all safety programs, guidelines, and regulations issued by the Public Service Commission of Wisconsin, WI Department of Natural Resources, and the National Electric Safety Code.
Actively attends and participates in Department Head, Public Works Board, and Common Council meetings.
Attends community and intergovernmental meetings as a City representative to share information, explain policies and goals, and build cooperation and support.
Ensures all work is completed within budget; monitors revenues and expenditures to maintain sound fiscal control and maximize cost-efficiency; prepares annual budget requests.
Works in partnership with the City/Utility Engineer to review private development plans, ensuring adequate infrastructure planning and adherence to construction standards, including wastewater and water service connections.
Selects, trains, motivates, and evaluates personnel; coordinates staff training; works with employees to correct performance issues; and implements disciplinary or termination procedures as necessary.
Produces required regulatory reports and ensures compliance with all applicable requirements, laws, codes, and enforcement actions.
Maintains a safe work environment by enforcing proper equipment checks, workplace safety practices, and ongoing situational awareness among staff.
Responds to and resolves difficult or sensitive citizen inquiries and complaints.

Preference will be given to candidates holding a bachelor’s degree from an accredited university or college majoring in engineering, finance or business administration, or candidates with with extensive experience in electrical power distribution as a Journeyman Lineman.
Must hold or obtain, within one year, Wisconsin Department of Natural Resources (DNR) Grade 1 Waterworks Operator Certification with subclasses G and D, or certification as an Operator-in-Training.
Must hold or obtain, within one year, Wisconsin DNR Wastewater Treatment Plant Operator Certification – Basic, or certification as an Operator-in-Training.
Knowledge of computer software commonly used in utility operations, including system automation, asset management, and mapping platforms; advanced proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
Knowledge of utility-specific software (e.g., SCADA, GIS, OMS, financial systems).
A valid motor vehicle operator’s license is required.
Five to seven years of progressively responsible experience demonstrating competency in the administration, design, and construction of public or private utilities.
Minimum of three years of supervisory experience with proven project management experience with a public or private utility.
Strong interpersonal and communication skills.
Highly responsible professional capable of managing multiple tasks simultaneously and maintaining oversight of departmental activities and emergency response.
Ability to establish and maintain effective and positive working relationships, and to communicate clearly with employees, the City Council, and the public.
Experience interpreting and applying federal, state, and local policies, laws, and regulations.
Ability to ensure compliance with City and departmental safety rules and regulations.
Demonstrated ability to lead and motivate others with integrity and honesty at all times.

Environment: Work is performed primarily in a standard office setting. Exposure to extreme hot or cold temperatures.
Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive and movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Must be able to lift and carry objects weighing 50 lbs.

The Ideal Candidate
The City of Lake Mills seeks an experienced and forward-thinking utility leader with a strong record of managing municipal electric, water, and wastewater operations. The Director of Utilities will bring deep technical expertise in utility systems—ideally with background in electrical power distribution, water and wastewater operations, or engineering—paired with the leadership ability to guide and develop a high-performing team of utility professionals.

Benefits package includes:
