Manitowoc County seeks a Finance Director with strong financial management, leadership, analytical, organizational, and communication skills who can effectively oversee the County’s financial operations and provide trusted guidance to the County Executive, County Board, committees, and departments. The ideal candidate will bring strong knowledge of governmental accounting, budgeting, auditing, financial reporting, and public finance, along with a collaborative and service-oriented approach.
The successful candidate will be organized, detail-oriented, and responsive, with the ability to communicate complex financial information clearly and work effectively across the organization. This individual will demonstrate professionalism, integrity, and sound judgment while promoting financial accountability, transparency, compliance, and responsible stewardship of County resources.

The Finance Department supports departments, agencies, boards, and commissions across the organization and oversees the County’s central accounting system, budgeting, payroll, purchasing, financial reporting, and property and liability insurance. Finance Director
The Finance Director serves as Manitowoc County’s chief financial administrator and provides leadership in governmental accounting, budgeting, auditing, financial reporting, and fiscal management. The Finance Director develops, administers, and monitors the County’s central accounting system and provides financial expertise, analysis, and guidance to the County Executive, County Board, committees, and departments.
Expected Hiring Range: $100,000–$125,000
Excellent benefits package and enrollment in the Wisconsin Retirement System (WRS).
Minimum Qualifications
Bachelor’s degree in Public Accounting required. A master’s degree or CPA is preferred.
Strong knowledge of governmental accounting principles, budgeting practices, auditing standards, financial reporting, and public finance.
Experience preparing financial statements, audits, tax levy calculations, and regulatory reports.
Strong analytical, leadership, organizational, and communication skills.
Ability to collaborate effectively with elected officials, department heads, auditors, granting agencies, and external stakeholders.
