About the Position
The Utility Superintendent serves as the Village of Marshall’s lead professional responsible for overseeing the operation, maintenance, and regulatory compliance of the water and wastewater systems. Working under the direction of the Director of Public Works, this position ensures the reliable delivery of essential utility services, supports public health and environmental standards, and contributes to broader public works operations.

Key Responsibilities

Oversee the daily operation, maintenance, and performance of the Village’s water and wastewater systems, including treatment, distribution, and collection infrastructure.
Assist with budgeting, capital planning, and long-term utility system improvements.
Coordinate with Village staff, contractors, and regulatory agencies to support effective operations and project implementation.
Participate in broader public works activities, including snow removal, street maintenance, and general groundskeeping.

Ensure compliance with all applicable Wisconsin DNR regulations, permits, and reporting requirements.
Collect samples and conduct or coordinate laboratory testing to maintain system performance and regulatory compliance.
Maintain accurate operational records, logs, and required state and federal reports.

Perform and oversee preventative maintenance, repairs, and system improvements for wells, pumps, lift stations, and related infrastructure.
Respond to system issues, emergencies, and public inquiries in a timely and professional manner.

Serve as Operator-in-Charge as assigned, including coordinating staff, scheduling work, and directing day-to-day utility operations.
Represent the Village in a professional, service-oriented manner when interacting with residents and stakeholders.

The Ideal Candidate
The Village seeks a knowledgeable, hands-on Utility Superintendent with strong expertise in water and wastewater operations and a solid understanding of Wisconsin DNR regulations. This individual will balance regulatory compliance with a practical, solutions-oriented approach while maintaining high standards of safety and system reliability. Strong leadership and communication skills are essential, as the Utility Superintendent works closely with staff, Village leadership, residents, and regulatory agencies. The successful candidate will demonstrate sound judgment, initiative, and the ability to effectively prioritize work while supporting efficient operations and the Village’s continued growth.
Expected Hiring Range: $75,000 to $85,000 (DOQ)

Preferred Qualifications
Preferred Qualifications
High school diploma or equivalent required; Associate’s or higher degree preferred.
Ability to obtain Wisconsin Water Certifications (Groundwater and Distribution).
Must possess or be able to obtain and maintain a Wisconsin Class B CDL.
Demonstrated supervisory experience and knowledge of utility operations preferred.
Equivalent combinations of education and experience may be considered.
Wisconsin Wastewater Certification with advanced subgrades in:
Biological Sludge Handling
Suspended Growth Processes
Disinfection
Laboratory
Nutrient Removal (Nitrogen and Phosphorus)
Collection Systems
Solids Separation
