Innovative Public Advisors to Lead City of Beaver Dam City Administrator Executive Recruitment and Interim Services

June 2, 2025: Tonight, the City of Beaver Dam Common Council passed a resolution to contract with Innovative Public Advisors (IPA). Jay Shambeau, ICMA-CM, MPA, will serve as the Interim City Administrator and lead executive recruitment efforts to secure the next City Administrator.

“It is an honor to serve as Interim City Administrator for the City of Beaver Dam,” said Shambeau. “I look forward to assisting the organization during its time of leadership transition.”

Shambeau brings 32 years of City and County administration experience and will approach the role with a high level of professionalism. Jay is skilled in conflict resolution and an expert in navigating the critical conversations needed prior to onboarding the next City Administrator. He will also lead the recruitment process, leveraging his broad network and professional relationships to identify and engage top candidates—streamlining every step of the process from position development, recruitment, interview, and candidate selection.
