City Administrator
The City Administrator serves as the City of Omro’s chief administrative officer, responsible for the effective management of day-to-day municipal operations and the implementation of policies established by the Mayor and Common Council. Working within statutory and local ordinance authority, the City Administrator provides professional leadership across all City departments, ensures efficient service delivery, and supports informed decision-making by elected officials.
This role requires a collaborative, ethical, and highly organized leader with strong experience in municipal administration, budgeting, personnel management, intergovernmental relations, and community engagement.

Essential Duties

Serve as the chief administrative officer responsible for day-to-day operations of City government.
Direct, coordinate, and expedite the activities of all City departments, except where authority is vested in boards, commissions, or other officials by ordinance or statute.
Monitor compliance with City ordinances, resolutions, Wisconsin Statutes, and administrative rules.
Establish administrative procedures to improve organizational effectiveness and efficiency.
Prepare and maintain plans of administration defining authority and responsibility for non-statutory positions.
Serve as ex officio non-voting member of boards, commissions, and committees as appropriate.
Monitor federal, state, and county legislation affecting the City and provide recommendations.
Represent the City in legislative and intergovernmental affairs as directed.

Attend all Common Council meetings and assigned committee meetings.
Assist in preparation of agendas, resolutions, ordinances, and supporting materials.
Provide regular updates and reports to the Mayor and Common Council.
Implement directives of the Mayor and Council and report outcomes.
Assist elected officials in establishing City goals and ensuring implementation.

Administer and direct personnel functions for the City.
Serve as Personnel Officer for the organization.
Recommend personnel actions including hiring, discipline, and organizational structure.
Conduct or assist with labor negotiations and collective bargaining.
Promote professional development, performance management, and organizational effectiveness.

Prepare the annual operating budget for Common Council consideration and approval.
Administer the adopted budget and monitor expenditures.
Supervise accounting systems and financial reporting.
Serve as purchasing agent for the City.
Monitor fiscal position and provide financial recommendations.

Work with the Planning Commission and economic development partners to promote community growth.
Support economic development initiatives and strategic planning efforts.
Assist in identifying and securing grant funding and external resources.
Collaborate with regional, county, and state partners.

Serve as Public Information Officer for the City.
Ensure compliance with Open Meetings and Public Records laws.
Establish procedures to facilitate communication between citizens and City government.
Ensure complaints, requests, and inquiries receive prompt attention.

The Ideal Candidate
The City of Omro seeks a City Administrator with strong leadership, communication, and financial management skills, along with the ability to support organizational effectiveness, enhance municipal operations, and advance community priorities that contribute to Omro’s long-term stability and quality of life. Expected Hiring Range: $115,000 to $125,000 (DOQ)

Minimum Qualifications
Bachelor’s degree in Public Administration, Business Administration, or related field required; Master’s degree is preferred.
Demonstrated municipal management or administrative leadership experience.
Strong knowledge of budgeting, personnel management, and municipal operations.
Ability to communicate effectively with elected officials, staff, and residents.
Valid Wisconsin driver’s license.
