About the Position

The Assistant Finance Director plays a critical leadership role in supporting the financial stability, accountability, and long-term strategic planning of the City of Oshkosh. Working closely with the Director of Finance, this position helps manage and oversee citywide accounting operations, financial reporting, budgeting, audits, and internal controls to ensure compliance with state and federal regulations and adherence to best practices in governmental finance.

Serving as a key member of the Finance Department leadership team, the Assistant Finance Director provides day-to-day supervision of staff, leads process improvement initiatives, and contributes to strategic planning, succession readiness, and departmental innovation. This role is instrumental in coordinating the City’s annual audit, preparing complex financial reports—including the Annual Comprehensive Financial Report (ACFR)—and overseeing critical reporting functions related to taxes, debt, and Tax Incremental Districts.

The Assistant Finance Director also serves as a trusted financial partner to City departments, offering guidance on budgeting, capital planning, and special financial projects that support Oshkosh’s operational needs and long-term goals. Essential Duties

  • Assist the Director of Finance in the overall management, direction, and supervision of the Finance Department. Lead and mentor finance staff, plan and assign workloads, monitor performance, and identify training and professional development opportunities. Support recruitment, retention, and succession planning efforts while fostering a culture of accountability, collaboration, and continuous improvement. Assume the Director’s responsibilities as needed to ensure continuity of operations and leadership.

  • Supervise and participate in the preparation of complex financial and administrative reports in accordance with GAAP and governmental accounting standards. Coordinate year-end audit activities, including preparation of audit work papers, footnotes, and responses to auditors. Review and contribute to the Annual Comprehensive Financial Report (ACFR), including the Introductory Section, Management’s Discussion and Analysis, statistical reporting, and Single Audit requirements. Oversee preparation and filing of required state reports, including the Annual Statement of Taxes and Form C, and manage all reporting related to Tax Incremental Districts.

  • Assist in the development, monitoring, and analysis of citywide operating and capital budgets. Provide leadership in short- and long-range financial planning, capital project budgeting, and special financial initiatives. Analyze financial trends, identify irregularities, and provide recommendations to support informed decision-making. Maintain oversight of City debt records and coordinate timely and accurate debt service payments.

  • Develop, maintain, and update departmental policies and procedures to ensure regulatory compliance, strong internal controls, and efficient use of financial and physical resources. Identify opportunities to streamline workflows and improve service delivery through best practices and innovative solutions. Communicate policy updates clearly to staff, departments, and external stakeholders, and ensure proper training and implementation.

  • Serve as a key financial liaison to City departments, external agencies, and auditors, providing guidance on accounting practices, reporting requirements, grants, payroll-related regulations, and financial systems. Build and maintain effective working relationships with City leadership, department heads, and outside partners to support accurate, timely, and transparent financial operations.

The Ideal Candidate

The ideal candidate for Assistant Finance Director will be a highly skilled and analytical municipal finance professional with a strong foundation in governmental accounting and a collaborative leadership style. They will bring extensive experience with GAAP-compliant financial reporting, fund accounting, audits, budgeting, and internal controls, along with the ability to manage complex financial data accurately and efficiently. This individual will be an effective supervisor and mentor, capable of leading finance staff, improving workflows, and supporting succession planning while fostering a culture of accountability and continuous improvement. The successful candidate will demonstrate sound financial judgment, strong problem-solving skills, and the ability to manage multiple priorities in a fast-paced environment. They will communicate clearly and professionally with department leaders, elected officials, auditors, and external agencies, serving as a trusted advisor to the Director of Finance and assuming leadership responsibility as needed. Expected Hiring Range: $109,000 to $130,000 (DOQ)

Minimum Qualifications

  • Bachelor’s degree in accounting, finance, business administration, or related field is required; Master’s degree and/or CPA is preferred.  

  • Minimum of 5-7 years of experience in a middle level management position in finance or accounting. Governmental accounting/finance experience is desirable.

  • Practical experience with (Governmental) Fund Accounting.
