About the Position
The City Attorney serves as the chief legal officer for the City of Oshkosh, and plays a critical leadership role in supporting the City’s governance, operations, and long-term strategic goals. Working closely with the City Manager, Common Council, boards and commissions, and department leadership, the City Attorney provides comprehensive legal counsel across all areas of municipal operations, ensuring compliance with state and federal law while advancing sound, practical, and policy-aligned decision-making.
As a key member of the City’s executive leadership team, the City Attorney delivers timely, option-based legal advice in a fast-paced and highly visible public environment. This role requires the ability to navigate complex legal issues across multiple practice areas, balance legal risk with operational and community priorities, and provide clear guidance during high-stakes deliberations. The City Attorney oversees all legal business of the City, including litigation management, ordinance and contract drafting, real estate transactions, risk management, and coordination with outside counsel when specialized expertise is required.
In addition to serving as a trusted advisor to elected officials and staff, the City Attorney leads the Legal Department, fostering a high-performing, collaborative, and service-oriented culture. Essential Duties

Serve as the chief legal officer for the City of Oshkosh and a strategic, trusted, and apolitical member of the executive leadership team. Oversee Legal Department operations, including strategic goals, policies, procedures, budgets, staffing, procurement, and performance indicators. Interview, train, mentor, and evaluate internal and contracted legal and administrative staff, and provide legal and budget alignment oversight for the City Prosecutor function. Foster a high-trust, innovative department culture and strong cross-departmental collaboration aligned with the City’s mission and strategic goals.

Serve as chief legal advisor to City employees, the Common Council, boards, and commissions by providing sound analysis, interpretation, and practical, option-based legal advice. Balance legal risk with operational needs, community priorities, and organizational progress. Provide proactive legal problem avoidance, policy alignment, and operational clarity. Review accident and incident reports, coordinate insurance claims, analyze and authorize settlements when appropriate, and collaborate with departments to strengthen risk management and reduce liability exposure.

Draft, review, negotiate, approve, execute, and maintain City contracts, agreements, ordinances, resolutions, and other legal documents. Lead legal corrections, amendments, and substitute language as needed. Review municipal codes and recommend updates to ensure compliance with state and federal law. Manage enforcement of City ordinances and ensure legal records are organized, secure, searchable, and maintained using modern legal document management systems.

Prepare and review Common Council agendas and attend all Council meetings. Confer with staff to prepare ordinances, resolutions, and materials submitted to the Council. Provide training and guidance to ensure compliance with open meetings, open records, publication, and notice requirements. Prepare executive session materials, attend board and committee meetings as needed, and clearly communicate complex legal issues to elected officials, staff, and the public.

Represent or coordinate the City’s legal interests in state and federal courts and administrative proceedings. Prepare litigation documents, legal correspondence, motions, strategy, and settlement recommendations. Participate in unemployment, worker’s compensation, and other administrative hearings as requested. Utilize legal technology systems to support organized and defensible litigation workflows, and manage outside counsel relationships when specialized expertise is required.

This position is the chief legal advisor and a strategic, trusted, and apolitical member of the executive leadership team. The ideal candidate will provide timely, practical, and option-based legal counsel in a fast-paced public-sector environment, balancing legal risk with operational needs, community priorities, and organizational progress. The successful candidate will demonstrate strong judgment, professionalism, and discretion; communicate complex legal issues clearly and confidently; and effectively support elected officials, leadership, staff, boards, and commissions. They will be an effective leader and mentor, capable of overseeing Legal Department operations, fostering collaboration, and promoting innovation, accountability, and continuous improvement. A commitment to ethical, unbiased counsel, proactive legal problem avoidance, and public service is essential, along with dedication to advancing the City of Oshkosh’s mission, vision, and long-term strategic goals.
Expected Hiring Range: $135,000 to $155,000 (DOQ)

Minimum Qualifications
Juris Doctorate from an accredited law school.
Minimum of 10 years of progressively responsible municipal legal experience or 6–9 years municipal law with significant leadership experience.
Admission to the Wisconsin State Bar and maintenance of an active license in good standing throughout employment.
3–5 years of supervisory experience.
Valid Wisconsin Driver’s License.
Demonstrated experience implementing and/or advanced proficiency with software and technology supporting efficient legal operations.
