The City of Plymouth Fire Chief provides executive leadership for a full-service fire department, overseeing emergency operations, incident command, EMS, fire prevention, training, and departmental administration. Reporting to the Police Chief/Director of Public Safety, the Fire Chief balances hands-on operational leadership with staff development, fiscal stewardship, and long-term planning. About the Position

  • The Plymouth Fire Department is a full-service fire and rescue operation providing fire suppression, emergency medical services, fire prevention, inspections, and community outreach. Staffed by a combination of fire, EMS, and cross-trained personnel, the department responded to more than 340 calls for service in 2024, serving both the City of Plymouth and, by contract, the Town of Plymouth.

    • Oversee and manage the day-to-day operations of the Fire Department, including planning, organizing, directing, and administering fire suppression, rescue, emergency medical services, fire inspections, and fire prevention programs. On-call coverage is required and split with the Assistant Chiefs.

    • Respond to fire and EMS calls for service when available and serve as Incident Commander during emergencies, directing and coordinating emergency operations in accordance with departmental standard operating guidelines, state regulations, and applicable NFPA standards.

    • Supervise, lead, and support Fire Department personnel, including assigning duties, evaluating performance, coordinating training, supporting professional development, and assisting with recruitment and retention of firefighters.

    • Direct and coordinate the maintenance, repair, improvement, and replacement of fire department equipment, apparatus, supplies, and facilities to ensure operational readiness and safety.

    • Assist in the development and administration of the Fire Department’s annual operating and capital budgets, forecast staffing and equipment needs, monitor expenditures, and authorize payments and payroll in accordance with City policies.

    • Serve as the primary Fire Inspector, conducting inspections and enforcing fire codes and ordinances in compliance with State of Wisconsin Department of Safety and Professional Services requirements and City of Plymouth regulations.

    • Ensure compliance with departmental policies, City personnel policies, safety standards, and applicable federal, state, and local laws, and report personnel or operational issues to the Police Chief/Director of Public Safety.

    • Maintain accurate departmental records and prepare required reports related to fire and EMS responses, inspections, training, equipment, expenditures, and regulatory compliance.

    • Participate in City and departmental disaster preparedness, emergency management, and continuity planning efforts, and provide professional support to City leadership, the Police and Fire Commission, and elected officials.

    • Respond to citizen inquiries and complaints, represent the Fire Department at meetings and community forums, and perform related duties as assigned to support effective service delivery and public trust.

  • The Fire Chief must have comprehensive knowledge of modern fire suppression, EMS, fire prevention and inspections, hazardous materials response, and incident command, including effective operation within NIMS and ICS. This role requires strong administrative and leadership skills to plan, direct, and evaluate departmental programs; supervise, train, and develop personnel; and maintain a safe, professional, and accountable organization.

    The Fire Chief must demonstrate fiscal competence through the preparation and management of operating and capital budgets and the ability to assess service delivery, equipment, and longterm operational needs. Clear written and verbal communication skills are essential, along with the ability to interpret and apply applicable laws, codes, and policies, exercise sound judgment, utilize standard office technology, and build effective working relationships with staff, elected officials, boards and commissions, partner agencies, and the public in service to the City of Plymouth.

    • Bachelor’s degree or higher in fire science, fire/medic, or public administration is preferred. An associate degree in fire science or related field is required.
