City of Tomah Appoints Steve Sarvi to Serve as City Administrator

Tomah, Wis. (September 14, 2026): The City of Tomah is pleased to announce the appointment of Steve Sarvi as City Administrator.
Sarvi brings extensive municipal leadership experience to the position. He most recently served as City Manager of Winona, where he led a municipal organization with 175 full-time and 200 seasonal employees and managed a citywide budget of more than $65 million. He also led economic development efforts that contributed to significant growth in the city’s tax base.
Sarvi’s experience includes organizational leadership, financial management, economic development, strategic planning, personnel management, and community engagement. He holds a bachelor’s degree in political science from the University of Minnesota and has extensive military leadership experience, including service as a Captain in the U.S. Army and with the Minnesota Army National Guard.
Since July, Sarvi has served the City of Tomah as Interim City Administrator, working closely with the Mayor, Common Council, department heads, and employees to maintain continuity in City operations while gaining a deeper understanding of Tomah’s organization, priorities, and community.
“Steve has provided steady, experienced leadership during this transitional time,” said Mayor Paul Dwyer. “His depth of municipal experience, collaborative approach, and understanding of our organization will allow us to continue moving important priorities forward.”
As City Administrator, Sarvi will serve as Tomah’s chief administrative officer, overseeing daily municipal operations and providing executive leadership in financial management, long-range planning, economic development, organizational performance, and community engagement.
“It’s been an honor to to serve Tomah and get to know the City’s employees, elected officials, and community,” Sarvi said. “Tomah has a strong team and tremendous opportunities ahead. I’m excited to continue working together and help advance the City’s priorities.”
