Village of Germantown Appoints Kyle Samann, P.E., to Serve as Village Engineer

Germantown, Wis. (October 6, 2026): The Village of Germantown is pleased to announce the appointment of Kyle Samann, P.E., as Village Engineer.

“We are excited to welcome Kyle to the Village of Germantown,” said Village Administrator Matt Trebatoski. “His combination of technical expertise, project management experience, and leadership skills will be a great addition to our team.”

Samann is a licensed Professional Engineer in Wisconsin with more than six years of civil engineering experience, specializing in commercial, institutional, industrial, and residential land development. He currently serves as a Site Design and Development Project Engineer with Kapur & Associates, where he manages land development projects, leads design efforts, coordinates permitting, and supervises and mentors engineering staff. Samann earned a Bachelor of Science in Civil Engineering from the University of Wisconsin–Platteville, with an emphasis in transportation and municipal engineering. His technical experience includes grading, utility design, stormwater management, erosion control, permitting, AutoCAD, Civil 3D, HydroCAD, and WinSLAMM.

“I’m excited for the opportunity to join the Village of Germantown and serve the community,” Samann said. “I look forward to working with Village staff, residents, developers, and other partners to support infrastructure projects and thoughtful development throughout Germantown.”

As Village Engineer, Samann will oversee engineering operations related to public infrastructure, land development, and capital improvements. He will also provide technical expertise to the Village Board, commissions, and departments, coordinate with staff, consultants, developers, and regulatory agencies, and help lead project management, development review, and long-range infrastructure planning.
