City of Lake Mills Appoints Lucas Caine, P.E., as Director of Utilities

Lake Mills, Wis. (February 18, 2026): The City of Lake Mills is pleased to announce the appointment of Lucas Caine, P.E., as its new Director of Utilities. Caine will oversee the administration, planning, and daily operations of Lake Mills Utilities, including the Electric, Water, and Wastewater Departments.

Caine brings more than 15 years of municipal utility experience to Lake Mills. He most recently served as Senior Utility Engineer with the City of Oconomowoc Utilities, where he led and supported projects involving electric distribution, water and wastewater infrastructure, substation upgrades, municipal well development, master planning, annexations, and major capital improvements.

A licensed Professional Engineer (P.E.), Caine holds a Bachelor of Science in Civil Engineering from the University of Wisconsin–Platteville and an Electrical Engineering Certificate from the University of Wisconsin–Milwaukee. His background reflects both strong technical expertise and a commitment to public service within Wisconsin’s public power communities.
