City of Whitehall Appoints Andrew Morelan as City Administrator

WHITEHALL, WI (November 17, 2025): The City of Whitehall is pleased to announce the appointment of Andrew “Drew” Morelan as its next City Administrator following a competitive and thorough recruitment process. Morelan will officially begin his duties today.

“Drew brings an impressive combination of leadership experience, strategic thinking, and a service-driven mindset,” said Mayor Jeff Hauser. “His background leading complex operations, emergency management, and interagency coordination will serve Whitehall well. We are excited to welcome Drew and his family to the Whitehall community!”

Morelan joins Whitehall following eight years of distinguished service in U.S. Army Special Operations Civil Affairs, where he specialized in reconnaissance, stakeholder engagement, intergovernmental coordination, and strategic analysis. He has led diverse teams, managed large-scale training and operational programs, and advised senior leaders on social, political, and organizational dynamics in both domestic and international settings. Morelan served as the S3 Non-Commissioned Officer in Charge for the 95th Civil Affairs Brigade, where he supervised a 30-member unit, coordinated nationwide and overseas operations, managed critical readiness data for more than 100 personnel, and oversaw more than $500,000 in equipment and vehicle assets.

Morelan holds a Master of Public Administration (MPA) with a concentration in Emergency Management and Homeland Security from Regent University, along with a Bachelor of Arts in International Studies from Loras College. He is fluent in Russian, proficient in Spanish, and maintains Top Secret / Sensitive Compartmented Information (TS-SCI) clearance.
