Village of Salem Lakes Appoints Michael Kostiuk as Village Administrator

The Village of Salem Lakes is pleased to announce the appointment of Michael Kostiuk, MPA, as its next Village Administrator following a competitive recruitment process. Kostiuk will begin his duties on January 5, 2026.

Village President Rita Bucur expressed strong support for the Board’s selection. “Michael is a proven leader with the strategic focus, professionalism, and a collaborative approach,” said President Bucur. “His background in organizational leadership, budgeting, and community engagement positions him well to guide the Village forward. We are excited to welcome him to our community.”

Kostiuk brings nearly two decades of public service experience, including ten years of progressive leadership with the International Falls (MN) Police Department. Most recently serving as Chief of Police, he has led organizational planning, policy development, personnel management, budgeting, intergovernmental coordination, and large-scale improvement initiatives. His accomplishments include overseeing facility and infrastructure planning, implementing a citywide fleet management program projected to save significant taxpayer dollars, and fostering high-morale, high-performance teams. Kostiuk holds a Master of Public Administration with a concentration in local and city government, a Bachelor of Science in Criminal Justice, and multiple leadership and command certifications.
